Add this for 100% chance for enchant equipment with scrolls.
Perhaps for 300k gold.

This probably won't happen, because I don't really see any justification for it, but I'll be making Magic Powders more accessible (maybe via. fishing).
For now, Magic powder prices have already been substantially lowered in the seal of dedication shop in Colhen.
