I'm not sure if the seal cap can be raised, but some things were added to the seal shops in the 8/2 patch
14) Instead of starting 3m gold just raise battle gold value rate.
Actually, the battle gold rate has been raised.
15) Raise guild level, daily guild BP and guild reward ap capsules. (Maybe edit some bonuses)
Good suggestion — level cap/BP will be raised later on; guild AP reward capsules have both been buffed in the 8/2 patch.
16) Make all missions open, with exp rates it's a bit boring to redo all things over again.
Accepted in the 8/2 patch
17) Path exp x3 (even with 500 points) or even make transformation available for each mission.
It's practically path exp x10 now that it only takes 200 points to level up after the 8/2 patch
18) Make raids available without limits atleast for now.
I don't really think this is healthy for the economy
19) Add more pets items.
Any specifics?
20) Update all enchant scrolls o.o (Well-balanced for all types of armor etc)
Maybe, although with Lv. 90 gear, this isn't so much a problem really.
We plan on having custom Enchant Scrolls though (later on).

That's a bug; should be fixed in the 8/2 patch

No, but maybe they'll be made more easily accessible. I suggest taking advantage of the benefits of joining a guild and using a guild storage to the maximum extent.
18) Make all dungeon is no need prequisite (like you need to get 100 pts at bla bla bla battle), just lvl limited.
